As far as I know, the H26 cannot have a PHRF rating because of the water ballast. PHRF precludes the use of movable ballast, and shipping water either on or off is illegal.
Yes for racing the 26 in PHRF. Yes moving ballest on and off the boat is not allowed but who would do it and risk the boat capsizing?? Also the boats are not set up to pump the water/ballest out of the boat while sailing.
