You can buy the PHRF base handicap book from the USSAILING website. It's in their store section under racing, $45 nonmember price I think.Alternately, you can look at some local PHRF websites that list actual boat handicaps to get an idea. Note that different regions will generally have different numbers. The PHRF Northwest adjusted all the handicaps down 10% a few years ago to give more advantage to slower boats.
