Perko raw water filter

The Perko raw water strainer on my 1993 H37.5 needs a new cover bolt. Has anyone ever replaced the bolt. Problem is that pivot pin is frozen in place. Has anyone removed or replaced the filter? If so I would appreciate knowing how you did it. Thanks. Jerry

Have you tried a bit of oil/penetrant, tapping the joint, another drop of oil and then time?
