Partially extended swing keel

I recently bought a 25' Catalina with a swing keel. A couple of questions:

Can I safely sail with the keel only partially extended...50% or so?

Does the keel lock into place when fully extended?

doesnt lock in place when full down. some folks sail with it partially down on downwind legs
