Painting headliner

Does anyone have a suggestion for the type of paint to use to cover/seal and old headliner? This is a 'fuzzy' tecture to the headline. Removing it is not an option.

No experience there but it looks like it would need sprayed. Our previous boat had the smooth headliner painted without proper preparation. What a mess that was.
