overflow tank under port side

I filled the tank to the level recommended and i saw cominng out behind the engine out of a "T" with a faucet type shut off in the middle .I wonder if it was connected to something else ? can anybody help?
also the end of the tee have nipples .
so one is dripping the other not!!!

If you can post a picture, it would narrow it down quickly. In the meantime, a rough guess is a winterizing valve, or drain
