Outboard Bracket

I replaced the outboard bracket because the spring was worn our. Now I find that I can't get the motor (Evinrude 9.9) low enough to avoid momentary cavitation when there is a sea state.Also the motor doesn't have clearance to swing wyhen in the up position, it intereferes with the stern.What bracket model/mfg should I use ??
