Had the same problem with a new Tohatsu. Ran fine at slow speed but bulb collapses at speed or when trying to restart. Solution was to open the tank cap and leave it open whenever outboard is in use.

Ok so I ran it for about 45 mins. At all different speeds and seems fine, never shut down and the ball stayed full. Runs a little bit rough I think but thats another day. Pick up tube seemed to be the culprit
Sounds like you found the problem. Did you replace the pick up tube? I had issues years ago where the pickup tube was becoming degraded by the E10 gasoline I'd been using. Small cracks and pin holes developed within the tube, below the internal connection to the tank quick connect. The motor ran fine when the tank was completely full of fuel, and crappy when I got below half tank. Air was coming in at higher revs, but ok at lower throttle. Just a thing to consider. I did not replace it because it's so new, I took some wire and twisted tight to work like a clamp, the hose wouldn't twist anymore so I assume it's no longer sucking air, thanks everyone for all the thoughts and help
Dumb question but is the hose pointed in the right direction. The only time I had the bulb collapse is when the hose was 180 out. Other than that it could be your tank vent
No, figured out yesterday the ball was not working properly, even though new its was stopping back flow I assume because I replaced ball and is now good
