I need a timer for this dated control unit-also what is the process of converting the old control panel to an EC unit?
Raritan discontinued that old "stove timer" controller 20 years ago, but you should be able to find people who've cobbled one up using a stove timer and relays. You MIGHT even find a real one still working on eBay.
You don't want an EC unit...it had problems that Raritan solved by developing the MC unit, which is pretty good one. You'll have to check with Raritan (800-352-5630) to find out whether it's possible to replace your 1970s controller with an MC controller. If you can, these folks have L/S replacement parts for a pretty reasonable price:

Btw, there is a sanitation and plumbing forum on the sbo.com sites.
