Bilge completely cleaned...clear water. Oil in bilge after cleaning even with motor not being run. No visible leaks on engine and just changer oil filter. Any ideas?

Some oil caught up beside the engine above the bilge when you did the oil change. Over time it ran down into the bilge.

Or, you slopped some oil somewhere not obviously noticeable and it drained to bilge.

Or, the oil filter is not tight enough resulting in a slow leak.

Or the oil pan is rusted through.

I second the thought of checking out your oil pan for rust corrosion type pin hole leaks. Its hard to view from underneath so a mirror with a flashlight will tell you a lot about condition. Or just run a rag under the pan surface, if oil comes off, that's your likely culprit. Our mid ship mounted engines are great for weight distribution, but bad for the pan being exposed to bilge water sloshing around & moisture condensing onto the metal pan. After 30+ years, most original pans are beginning to rust out. Hope for your case its not, cause it requires hoisting the engine to get access to the pan for replacement.
ps. Oil absorbing bilge pads can catch any minor oil drips when placed under the engine to prevent contaminating the bilge. Good idea to use before changing the oil. I leave them under my engine all the time to catch any stray drips.
