I think you are in good shape. I will take a few pictures for you but if I were in your shoes I would not follow the original plate. My suggestion would be to grind the broken edges so they are smooth and look good. (both sides the same ETC) and then bolt on a stainless anchor roller that matches your anchor. You will spend much more money trying to copy the existing. You can see from the photo below that all that is missing are the three fins. You can see one of them lying next to the plate on the fixture table. There are two holes in each fin. The holes allow a rod to go through all three fins. A rod is placed in the aft hole to hold the anchor in place. The original location is not very good. The forward hole is for the rollers.
As soon a you bring up the anchor a bit too fast or too far you will break off one of the fins.
At least one fin is missing on every 39 I have seen. I've just checked the pricing for an anchor roller. about $200. you will have trouble having three fins welded on for that price.

anyway. My plate is off the boat now so I will take a few photos of it.
