cb is a little hard to raise and lower. can it swell and get tight or is it marine fouling like barnacles. This is a problem on boat we are thinking of buying.

it could be both, either or neither, but those are the main culprits. Barnacles are easy to fix: just scrape them out when the boat is hauled and put some hardshell (non-ablative) bottom paint up there. If the centerboard has swelled because it has absorbed water, then there's not much you can do other than try and drain the board and hope that alleviates the swelling, and then resurface it with epoxy to try and stop further water intrusion. But if the core is truly saturated, it may be beyond saving and you will have to replace the centerboard. You can buy them, but they ain't cheap.

My 25 has the same issue. Had to pry it out this season and the leading edge was beat up. Some PO tried to "patch" it with Bondo or some other stuff. Neadless to say Rudy is making me a new one.... no they ain't cheap but seeing as I do not own a lift or a way to spend a while under the keel trying to get screws out that haven't moved since 1977, going with new and paying for the install.

And no, I am not jacking up my boat off the trailer in my driveway..... nope, N O P E nope.

That being said, you may be able to pull yours and fix it. Each situation is different.

On my 1980 25 the centerboard was stuck in the up position when I bought it. Since it was wintering at the marina, I had them pull before they put it on the cradle. I let it dry out in my basement, filled in some dings and scrapes on the leading edge, then gave it back to them to install when they raised it to reposition so I could paint under the cradle pads. I figured with them installing it they could check for and sand the high spots, which they did. I gave it a coat of bottom paint while it was on the lift before launch.
I did sail the boat several times before I had it pulled last fall and a few times this year with the board up. Boat sails fine without it unless you are trying to get somewhere close hauled.
