the displacement weight of the hull is equal to the weight of the volume of water the hull displaces as it floats in the water.... so, yes, by the laws of Archimedes, it is required to be the same

what CAN be different, is the "designed" weight of the boat vs, the "actual" weight after you have loaded all your gear in it.... the actual weight is the displacement weight.
