Oceanis 390 Swim Ladder

I have a 1991 boat the swim ladder is very loose I cannot see any way to get under the steering quadrant to get at the bolts has anyone ever done this

I'd assume an access panel, on the aft end of the cockpit sail locker? I assume you have to climb in with a flashlight. I'd figure you would be able to see/access the quadrant from here as well.
