No flow of hot water

On a friends Hunter, we can get no flow of hot water from the tank. All plumbing was removed from the "Hot water out" port but no flow. There is flow out of the tank drain, so presumably the tank has water inside. Any guidance would be appreciated.

Did anything else change, like was any plumbing removed for winterizing? If so, could be a check valve put in backwards. We've seen that before on this forum.

If the hot water port is open, then either there is a clog inside the tank (not likely) or the tank is only partially filled. If the pump doesn't fill the tank then you have a block in the cold water supply ... like a check valve installed backwards (as we have discovered in another thread). Work backwards from the cold water supply ... you should find the problem.

Connect the cold water IN to the hot water OUT and check counter flow with the IN totally open.
