Every sailor must have one of these but I have no clue what it could be.

I’m going to call it a strap buckle, but you can call it a collet if you want to call it that. Either way does the same job.

Webbing slip lock or strap buckle works for me. But just out of curiosity is Colets' phone number also on that tag?
