URGENT COAST GUARD FAX NOTIFICATIONSubject: Traffic Management Plan, effective December 6, 2001, 1600QTHIS CG ACTIVITIES NEW YORK TRAFFIC MANAGMENT PLAN SUPERCEDES ALL PREVIOUS VERSIONS.The Following Security Zones Apply to ALL Vessels:A Security zone has been established in Upper New York Bay around Liberty Island. No vessels are authorized within 150 yards of Liberty Island.A Security zone has been established in Upper New York Bay around Ellis Island. No vessels are authorized within 150 yards of Ellis Island.A security zone has been established around the Indian Point Nuclear Power Station on the Hudson River. No vessel or person in the water is allowed within a 300-yard radius of approximate position (41°16’12.4² N, 073°57’16.2² W). All vessels transiting the Hudson River in the vicinity of Indian Point are subject to random Coast Guard boardings.Additional Security Zones that do not close the entire navigable channel exist at the following locationsUnited Nations, in the East River along the Manhattan shoreline from 125 yards offshore at the Queensboro Bridge to 175 yards offshore at East 35th Street; Within 200 yards of Piers 90, 92, and 94, Hudson River; Within 25 yards of all bridge supports in the greater NY area; Within 100 yards of all anchored or moored Coast Guard vessels; Within 100 yards of all naval vessels; and Within 300 yards of JFK International Airport.SPECIFIC VESSEL REQUIREMENTS ARE AS FOLLOWS:DEEP DRAFT VESSELS (must enter the port via Ambrose or Sandy Hook Channels)Before a vessel may enter the port:1. The vessel’s agent or company must provide the following information to the National Vessel Movement Center (800) 708-9823 or (304) 264-2502.Advance notice of arrival at least 96 hours prior to entering port. AMVER reporting does not relieve the agent or vessel operating company from this requirement. Copy of a company certified crew and passenger list. Last three ports of call. 2. Prior to the vessel’s arrival at Ambrose the Coast Guard will either schedule the vessel for a boarding or clear the vessel to enter the port without a Coast Guard boarding. The VTS will provide specific directions to the Master, Agent, and pilot as required.3. For all Power Driven Vessels of 100 meters or more in length while navigating in the Ambrose Channel, Anchorage Channel, and Hudson River; a speed restriction of 8 knots has been established from Norton Point to the Holland Tunnel Ventilators. This includes the entrance of the Kill Van Kull to Constable Hook.COMMUTER FERRY VESSELS, PASSENGER VESSELS (INCLUDING EXCURSION VESSELS/DINNER BOATS) AND THEIR TERMINALS:1. Vessels holding a Certificate of Inspection (COI) that authorizes the carriage of more than 49 passengers and that intend to transit within an area bounded by the below area shall already be implementing the procedures that were faxed to your companies/vessels/agencies on 21/22 Sep 01. Companies/vessels/agencies must call Ken Concepcion (718) 354-4289 or LT Mike Day (718) 354-4012 to acknowledge receipt of the fax and discuss specific requirements:South of Pier 99 (Sanitation Pier/59th Street) on the Hudson; or, South of Throgs Neck Bridge; or, North of Outerbridge Crossing; or, North of the Verrazano-Narrows Bridge 2. All commuter ferry and passenger vessel companies shall forward vessel/terminal security plans to Coast Guard Activities New York by October 3rd. Attn: Ken Concepcion (Fax # 718-354-4249). Vessels without approved security plans operating in the area defined in paragraph 1(a-d) above may be subject to a Coast Guard boarding and additional penalties/operating limitations.3. Vessels with approved security plans will be subject to random Coast Guard boardings while transiting within the port or at berth. Terminals will be subject to random Coast Guard inspections.RECREATIONAL VESSELSA security zone has been established in the waters between the Military Ocean Terminal and Global Marine Terminal west of the New Jersey Pier Head channel. NO RECREATIONAL VESSELS ARE ALLOWED WITHIN THIS AREA.A security zone has been established in all waters of Newark Bay, around Port Newark and Port Elizabeth, bound by the following points: from the New Jersey Turnpike Extension Bridge (approximate position 40-41-46.5N, 074-07-20.4W), following the Western edge of the Newark Bay Channel, South through can buoy #19A, lighted buoy #17, can buoy #15A, lighted buoy #7 and then west to approximate position 40-39-21.5N, 073-09-54.3W. NO RECREATIONAL VESSELS ARE ALLOWED WITHIN THIS AREA.A security zone has been established in the Arthur Kill from the Arthur Kill Railroad Lift Bridge, south to a line drawn from Tufts Point through lighted buoy #17 and lighted buoy #18 to the Staten Island Shoreline. NO RECREATIONAL VESSELS ARE ALLOWED WITHIN THIS AREA.A security zone has been established within a 50 yard radius of every waterfront facility, as defined in 33 CFR 6.01-4, within the following zone: South of Pier 99 (Sanitation Pier/ 59th Street) on the Hudson River, south of a line drawn from Horns Hook to Hallets Point on the East River, and north of the Verrazano Narrows Bridge; And in the Arthur Kill north of Ploughshare Point in Perth Amboy, the Kill Van Kull, and Newark Bay, south of Droyers Point. NO RECREATIONAL VESSELS ARE ALLOWED WITHIN 50 YARDS OF THESE WATERFRONT FACILITIES.The Captain of the port new york has restricted the operation of recreational vessels within the following area:South of Pier 99 (Sanitation Pier/ 59th Street) on the Hudson RiverSouth of a line drawn from Horns Hook to Hallets Point on the East RiverSouth of Droyers Point in Newark BayNorth of the Verrazano Narrows BridgeNorth of Ploughshare Point in the Arthur Kill, Perth Amboy Recreational vessels MAY NOT operate within this area after sunset.Recreational vessels MAY operate within this area (excluding all previously identified security zones) daily from sunrise to sunset. Recreational vessels are also authorized to operate between Ploughshare Point and Tufts Point in the Arthur Kill from sunrise to sunset.All recreational vessels transiting within the areas listed above shall not exceed a speed of 10 knots to ensure the safety of all vessels in these areas.All vessels transiting these areas shall comply with the instructions of the Captain of the Port Designated on-scene Patrol Commander.
