its not hard to fill out the form. Bermuda had a similar application and higher fee during Covid But I think they eliminated it.

It seems like “universal travel” is changing. In the 60’s we had to have visas for each country we visited. There were passports and visas, plus vaccination cards. All examined, checked, and manually recorded at each border.

Now there is the European Union. They have a migration problem of their own. We have a migration problem. It is natural that this type of process would be developed. Now with the internet the information on the form will be in Europe and soon everywhere.
