I wouldn't jump to conclusions there. It could be that the guy in the middle isn't getting a refill, but is actually about to actuate the mechanism that will deploy the huge green awning-looking downwind sail. He might have been having trouble with it which is why so many fellow sailors swam to help. And you can't knock them for safety features: all those coolers can double as flotation devices.
