New owner of an Old Boat with some Questions

I have a 1972 ODay 22 and I was in the process of scraping it and painting when I discovered a small hole about the size of a nail in the top part of the keel. Water is coming out of it and I am wondering if the keel is hollow. I am thinking I should plug the hole but am a bit nervous about it. On the other side of the keel there does seem to be a small buildup of paint and crack of about 2 inches. Is there a built in bilge pump that is meant to get rid of water in the Keel? Is there any owners manual on-line that some folks have been able to refer to. Lastly How much water does it draw. 4 feet. I am new to all of this so please excuse my questions if they sound extremely stupid. My battery hookup questions will be equally challenging when I get to them.

I'm pretty sure the keel was not designed to hold water. My 25 is doing the same. I'm just gonna let it dry out and epoxy a patch in place over suspected crack/holes.
