New Kuuma water heater

I just removed a old Force10 water heater that was leaking. I have been looking at the same model made by Kuuma 6 gallon 120 volt. My question is on the old Force10 there is a T-pipe attach at the top of the unit's. does anyone know what it the T-pipe is? picture below

It's a TCV, Temperature Control Valve, current best practice is to use a tempering valve to prevent scalding. I'll attach a link to a blog with some good pics.

I think it was an option originally and is no longer used due to some design problems.
