New Boat, Custom Work? Good or bad for me?

Hello everyone! I am new to the forum. recently purchased a 86 H23 and as I'm gutting it, I'm finding what i think are PO patch jobs. What do you folks think?

What is up with the turnbuckle and chainplate? Is that safe?

Why did the PO seal up the keel bolt and bilge area?

What's underneath? between my core replacement area and keel bolts?
