Multifunction display on elec. panel - fuel & water

Attached are photos of my multifunction displays on my 2009 B 37. I know fuel and both water tanks were full when the photos were taken.

I assume because the water display is clear (the bar graph isn't blacked-in), that it doesn't work. Any other explanation that I'm missing?

What does the number "1" in both displays mean.

I read the owner's manual but it is not very detailed.

You are correct that the blank bar on the water read-out indicates empty tank. The fuel tank is indicating full. The number is which tank you're displaying (only ever 1 for fuel, and 1 or 2 for water). Press the water button twice to view the other tank. If both water tanks were full when you took the picture then there's something wrong with the tank 1 sensor. Also note that by all accounts the gauges are imprecise. They'll give you an idea as to tank levels, but don't count on them being within more than 25% accuracy or so.
