Only if we agree that an old 2 stroke can be serviced by anyone
Since I can do it, and have done it, I imagine it’s true but then I have the manuals:). Nevertheless, “anyone“ is a vast category. I’ve known sailors befuddled over changing a joker valve.:doh:

Great! No problem getting those four PIA outboards back in fine fettle then. And probably at zero cost except your time and a little bad language.

No need to fear the older outboard at the right price.

Well, only two old 2-strokes at the moment: Evinrude 4 and 9.9. Here’s what helps: Clymer, 1991 Evinrude/Johnson Outboard Shop Manual (6th Edition) for engines 1974-1990.
