any tips on how to attach a line to a mooring buoy that has no pennant? my boat has high gunnels. i can lie on the deck and lean over, but is there a way to pull a line through the ring without having to lean over an do it by hand?

We used to have an Ericson 27. As I recall, it was pretty easy reaching over the transom to the WL. Just back onto it.

It would be helpful to know more details. Is the buoy connected directly to the chain? Can you just hook it and pull it up enough to get a line on it? Is it your personal, permanent mooring (rented or otherwise)? Pics would help.

I have another brand of the same idea as the Happy Hooker. I works 100% of the time.

Best practice is to have the pendant attach to the ring just below the buoy, which is directly attached to the "Light chain." Then use a pick up buoy to retrieve the pendant. Local set ups vary so it's hard to say what's best for an individual. But, unless the mooring is maintained by a responsible entity, who is insured, or is yours, you don't really know what's down there.
Here is a link to WM advisors on moorings:
Note in the diagram adjacent to the Mooring Ball section (Scroll down a bit) the set up on the right shows the pendant attaching directly to the light chain (Not to the ring on top of the buoy). I think there are those who do not trust the rod that runs through the buoy.

Yes, ain't that. the truth! Ours use to be a ball connected to a light line that was in turn connected to a heavy mooring line that was connected to the chain; you would pull the ball onto the deck to get the mooring line. Now the ball is connected to the chain and there's a bridle with pool noodles in the water.
