Merry Christmas! Cleat placement

My new to me 1988 H28.5 needs bow cleats. It only has one that does not look to be strong enough. I see on photos that they are mounted on the toe rails from factory and some on the deck just aft of the anchor locker .
I have searched the Internet but not found any with the center to center mounting holes to match the toe rail bolts of 4" on center.
Please help me

personally, it is my opinion that if you dont already have them there, i would stay away from mounting toe rail cleats at the bow....

one 8-10" cleat or bitt/samson post aft of the locker door is stronger and more functional.... mount some chocks to the toe rail, as these can be used as chafe protection for mooring lines or anchor rode....

a toe rail mounted cleat at the bow really has very little use.

I have seen others with cleats on the deck and chocks raised on the toe rail.
I have not seen any H28.5's with the bitt/Samson setup yet.
My Pearson 28-1 did have a center mounted cleat on bow
