basically, all it really does is put the hinge point at a different location at the foot of the mast, so the tabernacle can be designed to be flatter against the coachroof and not stick up when the mast is stowed.... a slightly cleaner look. in actual use, it does exactly the same as a conventional tabernacle.....

If your talking about the mast step on the cabin top, then-

It's basically the bracket at which the masts attaches to the sailboat. On a trailerable boat there is usually a bolt that goes through the mast that acts as a hings so you can raise and lower the mast with it attached to the step.

It's main purpose is the hold the base of the mast in place.

It may also lessen the friction slightly to raise the mast. Without it the bottom edge of the mast rubs quite a bit.

Unless You Mean The Type Where The Mast Hinges A Couple Feet Off The Deck Plate.
