I may have inadvertenly answered the wrong thread. I removed that response. On the surge brake actualtor, they will vary with manufacturer as to features. If you have a lever or button that says tow, pulling forward will activate the surge brakes for towing as the trailer moves forward with tow vehicle braking actives the surge brakes. If trying to back up hill or even sometimes on a flat surface, those brakes will be engaged as the trailer is engaging the surge brakes. To stop that from happening, I have seen such a lever or button to keep those brakes from engaging while backing up.
I believe Francspar would have been the forerunner to the Z Spar. Z Spar was based out of France. Prior to that, Hunter used Isomat or Kenyon Isomat located in Charlotte, NC at that time. Kenyon Isomat was bought out by Z Spar and that was a fiasco. I will not go into that but if anyone has a Kenyon Isomat or Isomat mast, I would refer them to Charleston Spar/Sparcraft in Charlotte, NC which is in the old Kenyon Isomat location with the same folks. I would suggest looking at U.S. Spar website to see if your Francspar mast looks like those. I think that is the issue but could be wrong.
