Mast Collar

Our mast collar has pegs that hold the blocks that run lines from the mast to the deck organizer; the jib halyard is one of them. Our jib halyard is not exactly in line with the slot in the organizer thereby causing the line to ride up on the side of the block and pinch between the pulley and the metal side; enough so that the resistance makes it tough to raise the jib. We are using the correct jib line size 3/8" as indicated in our Catalina manual. Our pegs do not rotate. They could just be seized up. Are these pegs supposed to rotate in the collar for adjustment of blocks. The first picture shows the mast collar with blocks attached. The second picture has a sun glass ear piece pointing to the peg that I would like to adjust. We noticed on a newer 310 they seem to rotate with just using your fingers.

It appears your block has a rotational provision, too...

Maybe a dab of light oil will bring things inline?
