Our TackTick T120 masthead wind indicator needs lubrication. I've opened up the unit but the anemometer shaft is held in place by a small round clip (see photo). I have been unable to figure out how to remove it so I can clean and oil the bearings. Can someone please advise?

I do not believe those locking washers are designed to be removed.
That said if you take a jewelers screw driver and pry 2 ot the 4 tabs up, it will slide off.
Gently bend the tabs down and reinstall and it will lock back.

I also think it is permanently lubricated and not designed for servicing. The bearings are likely worn and should be replaced. Not knowing what the lubricant is also presents a problem. Many things like this are dry with very smooth surfaces. Graphite or silicone spray would be my choice, but this may make things worse. I worked on WX equipment while in the USAF. The anemometer bearings were sealed roller and lightly lubricated or dry.
I had this problem. I used hair clipper oil and dropped several into the shaft and exercised it without taking apart. Has worked fine for the last 5 years.

Those are called “push on retainers”. They are destroyed when removed. It is a quick inexpensive method of attachment on a shaft. You grab the unit with pliers. It collapses and pulled off.
If found replacements at our local Loews. Need the diameter of the shaft.
Usually made of a cheap metal. You may be able to find in stainless.
