lower rudder bolts

i have a 1995, 23.5" Hunter and i have a slight leak in the boat, it doesn't get down to where the bilge pump is, it is only under where the rudder is in the berth. i have kept an eye on it and it's not from rain or when i wash the boat and it doesn't leak all the time, on my last trip which was a week, i noticed it on a couple of days but not everyday and it did not rain so it has to be below water level and the only thing that i could tell is the lower rudder bolts. am i able to back these two bolts out, reseal them and reinstall them as a normal bolt? i do not see a nut so i imagine that the nut is in the frame of the boat or a threaded fastener. just want to make sure if i take them out i can reinstall them without any issues.

I just removed my lower bolts . Mine have a large phillips head screw as opposed to bolt head . I can see mine from the inside and there is no nut so I am assuming something threaded into the hull . I have not reinstalled them y et because I am working on a transom crack . They came right out using a very large phillips screw driver . I am sure they will go back once I am finished with the crack repair . I will used something like 4200 or 5200 which ever one does not act as an adhesive and set up . Not sure which one that is until I read the instructions on the package . I ask here and got one reply advising either product .
