Was it standard practice to use phillips heads on the outside of the haul on the lower rudder brackets? I'm going to temp seal these and tighten them down. I am moving the girl from the upper cape fear to the lower and I'm surprised that these key fasteners would be phillips head rather a bolt head. I can see that it has leeked in the past but it sits just above the water line.
