I'm at a marina that needs to be dredged. At very low tide, the keel of my O'day 30 sits on the bottom. Is that harmful to the boat?

Can't speak to the 30, however it is my understanding all the Odays are OK on the keel, in fact my 22 requires that the keel support most of the weight when towing.
All of the weight of a larger boat (racing boats with those skinny finny things excluded) is on the keel when in the yard. I would suspect that as long as she's pretty much vertical that resting in the mud won't be a strain on her either.
