Loose sheaves at mast foot

At the foot of my 1995 H26, I have two sheaves that are loose along a 2" axle (they slide back and forth). The main and jib halyard run under these sheaves and up the mast. The problem is that these sheaves don't have "cages", so the halyards run off the sheaves when the lines are slack (sails are dropped). I have to replace the halyards onto the sheaves before raising sails again. Secondly, I just got my swing-keel uphaul replaced. The repair guy removed the axle that ran through these two sheaves for some reason. Now the axle is constantly slipping out of its fiberglass axle holes when I trailer it (I haven't had it in the water yet). Was there something holding it in place that has been lost, like a clip or something? Many thanks.
