I have to replace several lines that run under the deck cover plate leading back to the cockpit cams/clutches. Is there a clever way to route these new lines without removing this deck cover piece (the old lines have already been removed)?

Nope, and depending on which version of the sea hood (cover plate) you have you may have to start cutting to gain access to the three sets of deck organizers.
Does your boat have the sea hood divided into two sections? Some have a seam forward of the solar panel that can be removed by just taking out the four hold down screws and some have a one piece design that would require you to take off the traveler.

Can't you join the ends of the new and old and simply pull them through?

You might try a wire fish. I use mine to run electrical wire. You can buy them at most hardware stores.

Now sure how big your 'tunnel' is, but on the H34, an average sized boathook - entering from the cockpit side - works great...insert boathook all the way through the tunnel, tie new line on by the mast, pull aft. Ta-da.

When running old lines with new lines in that area, dealers and yards would attach what would be called tracer lines. at the end of the lines, add a small line attached to the ends. You can use a medium phillips or the one smaller than standard to put a tracer line in and use a bowline on each end and pull keeping tension at all times so the tracer line will remain on the hard to get rollers.
