Lights out

My Steaming light and Bow running lights are out. I have used a wire brush and cleaned the ground wires at the keel. I did check the bulb on the bow running lights and its fine. Where would you suggest I start trouble shooting?

See if you are getting power to the sockets, voltmeter, and then work upstream until you find a connection where no power is going out/downstream.

Given that you don't know where the break is and there is a dedicated return ground you will need to ground the mast to insure you can have a ground while up the mast. Take a wire to the mast proper and connect it to the battery negative. Then when you test for 12 volts on the socket you can just touch the probe to the mast to see if there is actually 12 volts and which wire is hot and which is ground. The switch to resistance and probe between the socket ground and the mast which should show 0 ohms. If both those check out OK the you should be able to test (volts again) between the two bulb terminals for 12 volts.
Remember to take a pencil and 220 sand paper with you up the mast to sand the terminals clean.
99.44% of all electrical problems on boats are corroded terminals.
