Have you tried...

Bud: Have you tried just taking a torque wrench along the entire rail. I have NO idea what the settings would be but its a place to start. If that does not work I would think that removing the rail to see what the real cause is would be in order. The stuff that they use is some type of 3M caulk that stays flexible. May be some type of stress crack too (that usually happens to me on Fridays, couple of 6 pks and I'm good as new by monday).

re:toerail

HI Bud I have a h27 also,!978. I have tightened my toerail with success. It is bedded in a thick bonding tape. You don't need to remove toerail. You will need a deep well 7/16 six point socket, couple extensions and maybe a fine tooth drywall saw. Start from the center of each side and tighten each nut 'till firm ( maybe 5 ft lbs). The ones you can't access is where your saw comes in. You may have to file a slot in the head and have someone hold it to keep it from turning. When I finished I put 2" wide teak molding on the liner flange to cover rough edge and to cover any sawing I had to do. I also Had leaks around all ports. I carefully scraped off all old sealant around exterior, and resealed with a white 100% silicon. This cured all my leaks Good luck red

Reread my message after I posted it.Whoops,Drywall saw is for cutting liner where needed. You will need a hacksaw for head of bolts. Yea thats better. Good luck ted
