I had an irwin citation 35, and water poured in all over, due to that hull deck seal, I tried everything, nothing worked, on the boat i have now, have the same problem, so have taken the toe rails off, and intend to glass the joint, then re bed the toe rails. If it just one leak you have, i would firstly make sure its not from a deck fitting, which is a very easy fix, by removing it, and re bedding it, if you are certain its the toe rail, i would try taking out the screws in that area, and put them back in, with plenty of sealant in them, if that dosent work, i wouldnt waste my time trying anything else, i would take the rail off and re bed it. I must have used ten tubes of silicone, and variouse other sealants on the citation, and it made not the slightest bit of difference.
