Killer clutch

I am working to set-up my '89 tall rig Catalina 25 for single handed sailing and have worked out most of the details like moving the mainsheet & traveler to the companionway and the bimini to the aft of the cockpit. One of the previous owners had the main halyard and reefing lines set up to go from the mast to a turning block and then to a double clutch on the starboard side of the cabin top and then to the winch. The problem is that the clutch is so far forward of the winch that in order to reach it you have to push the hatch forward and step down onto the cabin steps (very dangerous.) The distance from the clutch to the winch is 17" and I'd like to move it much closer to the winch so it can be reached from the cockpit.

Is there any rule (except common sense) regarding how close to the winch the clutch should be?

My double clutch is about six inches from the winch base, maybe eight inches, tops, from the winch drum.

The clutch is slightly to starboard of the winch centerline.

This layout works great.
