I own a Catalina 22 and the swing keel worked fined last year. This year the Keel handle won't budge. Has anyone had a similar problem and how do you fix it?

You might possibly have a cable wrap, have you looked at the winch? If you had lot of slack in the cable this can and does happen. I'd be very careful of trying to crank the keel up father than it will go. I have seen one where the owner cranked so much he broke the eyebolt in the keel.
