Good day What happened?, did the fiberglass pull out?, or a bad layup job?, or too much preasure on the Keel bolt. I have a Catalina 22 #81 and it doesn't look like the picture you have. I also have a through hull keel bolt, that gave me my biggest problem. I do know that the locking pin is at the waterline. Water gets into the plate at times. I use "Never Seez" by Bostik Chemical Group to keep the locking bolt from seizing. My understanding of the locking pin was to hold the keel in place if the boat turn-turtle. Some owners that I know, don't lock the keel down. You may need to glass in a larger stain steel plate shaped like a do-nut over the existing plate. This would give added strength to the area.
