Check the archives back far enough you will see where one of the designers from Hunter goes into keel bolts in depth. Basically he say they never ever torqued bolts at the factory. He says its a boat not a head on an engine. He said they tighten them until they were tight. He also said that if you are really worried then after they are tight give them an extra 1/4 turn. He also said that the caulking holds more than the bolts anyway.
