Rich, I don't know where you got your info, but mass does not require a trainig course or a license to operate. NH has passed a law requiring an operator's certificate which you can get by taking an online test and paying a $15 fee.

Rick, If you go by the CG statistics

then you can't say that it was alcohol. Out of the 6419 boating accidents reported only 594 are attributed to alcohol ** (**Accidents where there was evidence or a ~~reasonable likelyhood~~ that alcohol was consumed by a boats occupants). Thats only 9%. If you go by another more conservative number the CG has listed only 273 accidents can be directly attributed to alcohol out of the total 6419 reported boating accidents number. Thats only 4.2%. In FACT many more accidents can be attributed to ~many~ other things. Operator inexperience can be attributed to 3 times as many accidents as alcohol. Just the simple "loading of passengers and gear" is attributed to twice as many accidents as alcohol. So I'm not sure what is principle cause of 80% of boating accidents -- I am reading the official statistics. But inattention and inexperience is about 25%. And if you really dig deeper it shows in about 50% of the accidents the operators has listed "NONE" when it comes to boaters education. How many people are puffing the herb, doobie, leftie, reefer, (or whatever you call it), while on the water??;D In Canada, it's almost legal. You get a ticket for minor possesion. However, the same consequences apply while operating a vehicle, or boat as the case maybe, if one is impaired as they do for drinking. There's quite a few, I would imagine, power and sail, having a joint on the water. Not sure if everyone's inhaling though;) Eric

Failure to maintain a proper lookout. Next were mechanical and weather. I had a breakdown but of course after our move I cannot find it. I'll keep looking

the Strait of Georgia, make a stop in Vancouver (BC) and you can get a free crack pipe. They give them away there - really! That started a few weeks ago as I understand it. I am not sure it is a government or "private" program. Come to think of it, they may do the same in Victoria. Does that mean you can sue the government if you have an accident under the influence of crack? I know there are some lawyers here who can render an unofficial opinion.
