Jib Cam Cleats

I want to add a pair of swivel cam cleats a couple inches behind theTeak steps on the Starboard and Port that are just aft of mid ship on the side rails.Is there enough wood material backing under the fibre glass to fasten the cleat flange with lag screws instead of bolts and nuts, I don't think I can get to the underside of a bolt to tighten a nut.

Which boat?

To which boat are you intending to add these cam cleats? Just a hint, and I'm sure you will be deluged with advice, only some of which will result in your bilges being deluged with water.
