I have a jabsco manual head, when in the wet bowl position it will pump water into the bowl just fine but when I flip it to dry bowl it won't empty the bowl and it doesn't feel like it is making any suction because there is virtually no resistance on the pump when it's in the dry bowl position. Any advice on what might be wrong or how to fix it would be greatly appreciated.

If it is pumping seawater, the piston is still connected and sounds like it is working.. If the water in the bowl sort of goes up and down a little without leaving, it is probably the “flapper” valve beneath the piston. There is a weight on the flapper.. If the weight corrodes off, the flapper will not seat and you’ll not be able to empty the bowl. The stuff inside will go into the piston when you pull up, and right back out into the bowl when you push down.. Ya probably need a rebuild kit to get the part, but you can also buy a complete new pump for about the same price as a rebuild kit.
This one may not be the correct part for your toilet but I offer it as an example.

It also may be a fine opportunity to get the Raritan kit that is sold here to convert to a better pump assembly..

I can't add anything to that...

Except to second the suggestion that you upgrade the toilet to a Raritan PHC (see link Kloudie provided) instead of putting ANY money into this one.
