Gonna take a really wild shot in the dark and guess it's a GPS antennae.
What is flashing ...... an LED indicator light ? does the whole thing light up ? It's only an antennae, does it have an indicator light in it ?

Whatever the light is, it's consuming power or else it's creating its own power. Strange if the switch is off at the breaker.

Any chance of a video ?

Maybe it has a battery operated indicator light to tell you it isn't getting power.

Interesting
Interesting and a little scary. Maybe you're being targeted by aliens :yikes: or even worse, the CRA.

I would think the power consumption at that rate would be next to zero. Most likely battery powered as @Will Gilmore says but WHY ? ? ? ? Any manual with the antennae or an on-line manual ?

So many questions, so little time.

so is this drawing power?
Wild guess... it is your VHF radio, GPS antennae.
Jim...

PS: Chart plotter GPS are built in, if it is a modern one.

I have one of those. Goes with my Raymarine C120 classic. As mentioned above, that indicator light draws negligible current. I never paid any attention to it so this is from memory. The color of the light means something, I forget what. I read somewhere that there is a battery in there but the device works even if that battery is dead. I am sure my internal battery is long dead. Always assumed light would be off when system is shut down, but never specifically checked. Find the manual.

There are passive and active GPS antennas. The active GPS antenna incorporates a powered amplifier to boost the signal strength before it reaches the navigation unit. It is used in longer antenna cable run applications and when a faster signal acquisition and a faster response in position updating is desired like in a fast powerboat. It is likely your antenna has an indicator LED signal to let you know the amplifier is On and drawing power from your batteries.
