is the top of the mast open to weather?

I'm still chasing down some small leaks in an attempt to get a relatively dry bilge. I've never been to the top of the mast. Is the mast extrusion open to the weather? I've noticed that after a rain, the deck around the mast quickly dries, but there appears to be a small trickle of water coming out of the mast base...maybe there are weep holes there?

I believe or at least hope it is, as I get a little water in the bilge after a heavy rain.
I have searched all around the cabin during a storm, and not found any over place in could have come from. I've been in rough seas and know every possible leak.
Even after motor-sailing for a good length of time do I get water from the dripless of any significance.
There will never be a lot, but it's still there, and having any water is disturbing.

We still get some water into the boat from the wires coming down the mast. We had a plate at the top of the mast that we adjusted when we put a new anchor light aloft -- which has helped.
