Is the Keel encased or just Lead/ Metal

I'm having the bottom done and it appears I have a few bubbles along the sides of the wing keel on my boat... its a 2004 WKSR,
As such trying to determine if they are paint bubbles or blisters...

Also does any one know where the connection point is between the hull and the keel is?

My 1991 WK boat seems to have a plain lead keel that is skim coated and faired with some sort of thickened resin. Previous Owner had put some dings in the leading edges of the wings and then when I banged it on the trailer while loading it last fall I knocked a flake the size of your hand off. I had the whole thing repaired, faired and epoxy coated with no difficulties.
