Yes. Keeping that valve closed will stop the boat from sinking, until you get new hose. That is why it is there. A safety net in case the hose fails.Is it Ok to leave the valve closed until I can replace that hose?
You likely mean an emergency plug? You would see it laying there. It is just a tapered piece of solid wood that you can jam in the hole in an amergency.I don't know if I have the wooden plug underneath like I've read you guys talk about.
That and the boat would sink. The valve/thruhull and most of the hose is below water. It is the scupper drain system on an early Catalina 22.but if hose breaks or separates any cockpit water from rain has potential to cause you major heartburn

Make sure the part of the clamp that tightens are on opposite sides, like that in the photo at the top of that page. As that page says, The hose needs to be on far enough that both clamps actually tighten on the fitting.Got it. Makes sense.

After all, Catalina made them with single clamps and the boat has been OK so far. Just needs more frequent inspection.
The very end of the hose (about a half inch) has broken off right there at the end you're looking at. I took off both hoses, drove over to West Marine, closed on Sunday, went back to the boat and tried to put both hoses back on. The troublemaker hose wouldn't go over the barbs at all, so I tried it on the starboard side, seemed to fit better lengthwise, but still couldn't get it on the barbs, so I took a butane torch and warmed up the end of the hose to soften it, now it would slip over the barbs.That hose is barely over the barbs enough to single clamp it. It should be on at least another inch to cover the barbs. Is that factory or did a PO replace it?
Double clamp both ends. If that end is always below the waterline, it could sink your boat if it came off. My old McGregor thru hull was above the waterline.
