Irwin Citation, Leaking Chainplates

We have a 1986 35.5 Irwin Citation. The chainplates have started leaking like an open faucet. Some inspection has found wax, silicone, and spray in insulation has been used by the former owner to try to seal this area off. I know it will need to be cleaned out. Any ideas as to the best way to waterproof this area. Its a double chainplate.

from first hand knowledge of a 39.7 demasting. you better check that where the chainplates bolt down to the interior bulkhead is not black and rotted ,or you will loose it . these boats have that problem. 13,ooo just for the mast ,repairs to the deck, repair or rebuild bulkhead, rigging, stanctions ,roller furling . tell me now how you think how important it is to check and correct....
